旅游规划是旅游发展的纲领,旅游系统规划是旅游规划的实质问题。本文以青海省同仁县为例,在旅游资源分类及综合评价的基础之上,提出了旅游功能系统规划及组织系统规划的基本思想,旨在为以同仁县为代表的县域旅游地规划及旅游业发展提供参考。
