新世纪以来,农村社会变迁进程中农业生产主体女性化特征表现明显。农业女性化背景下,农村妇女发展因遇到新问题而陷入困境。阿玛蒂亚.森的自由发展理论为分析农村妇女发展问题提供了全新视角,依据该理论,农村妇女发展的困境本质上是可行能力贫困,解决农村妇女发展问题的关键是提升其可行能力。农村妇女在获取资源与机会方面的障碍,实质上是经济条件、社会机会、防护性保障等工具性自由的缺失或削弱。从这些方面出发,改善农村妇女的可行能力,是公共决策恰当回应农村妇女发展问题并实施政策调适的可行路径。

Since the new century,the main bodies of agricultural production have expressed obvious feminization features in the rural social change process.In this background,rural women＇s development runs into difficulties for encountering new problems.Amartya Sen＇s Theory of Development as Freedom provides a new perspective for analyzing problem of rural women＇s development.According to this theory,capability poverty is the essence for the problem of rural women＇s development and promoting their capabilities is the key to solve the problem.Rural women＇s barriers in acquiring resources and opportunities are essentially that instrumental freedoms such as economic facilities,social opportunities,and protective security have been diminished or weakened.Improving rural women＇s capabilities is the viable path which public decision-making appropriately responses to the problem of rural women＇s development and puts policy adjustment into effect from these aspects mentioned above.
