目前中国正处于社会转型时期，传统发展观指导下的公共政策选择面临困境。科学发展观提出了包含经济、政治、文化、社会的一整个系统的丰富理论，其中以人为本是其本质和核心，这为公共政策的选择提供了思想指导，确定了社会转型期公共政策的人本化走向。
目前中國正處于社會轉型時期，傳統髮展觀指導下的公共政策選擇麵臨睏境。科學髮展觀提齣瞭包含經濟、政治、文化、社會的一整箇繫統的豐富理論，其中以人為本是其本質和覈心，這為公共政策的選擇提供瞭思想指導，確定瞭社會轉型期公共政策的人本化走嚮。
목전중국정처우사회전형시기，전통발전관지도하적공공정책선택면림곤경。과학발전관제출료포함경제、정치、문화、사회적일정개계통적봉부이론，기중이인위본시기본질화핵심，저위공공정책적선택제공료사상지도，학정료사회전형기공공정책적인본화주향。
Currently, China is staying in a period when the planned economy is changing into the socialist market economy and the closed society is changing into an open society. However, the scientific outlook of de- velopment puts forward some abundant theories for the whole system including economy, politics, culture and society. Among these theories, people-oriented principle is the essence and core, which not only provides guid- ing thoughts for the next trend of the public policies but also is the key to public policies so that they can adapt to the social transformation.
