基于1985～2009年中国31个省级面板数据，综合运用DEA—Malmquist指数与GARCH模型对我国财政金融支农协同效率及其演化规律进行实证分析。研究结果表明：社会主义市场经济体制建立后，我国财政金融支农协同效率显著提高，但存在明显的时空差异。西部财政金融支农协同效率最高，其次是东部地区，最低的是中部地区；我国财政金融支农协同效率演化中存在“集簇性”、“非对称性”以及长短期演化存在差异的规律性特征。基于实证结论提出相关政策建议。

This paper makes an empirical analysis of the collaborative efficiency and evolution law of fiscal and financial support for agriculture, which is based on Chinese 31 provincial-level panel data from the year from 1985 to 2009 by the methods of DEA,the Malmquist index and the GARCH model. The results show that： as a whole, Chinese financial collabo- rative of fiscal and financial support for agriculture is good, but take on significant spatial and temporal differences ： after the establishment of socialist market economic system, the collaborative of fiscal and financial support for agriculture increased significantly;collaborative efficiency in the western region is highest, followed by the eastern region, and the lowest in the central region; in the evolution, the collaborative efficiency of fiscal and financial support for agriculture in China takes on the regularity features of ＂clustering＂, the ＂asymmetry＂ and short-term and long-term differences. Finally, based on empir- ical findings, policy implications are put forward.
