通过构建财政支出、空间溢出与全要素生产率增长的分析框架，采用动态空间面板计量方法，考察1998-2010年中国大陆财政支出对全要素生产率增长的影响及其空间溢出效应，结果表明：财政支出规模的扩大对全要素生产率增长和技术进步率的提高具有积极的推动作用；在分项财政支出中，教育、公共服务及社会保障就业支出与技术进步均具有正相关性，而农业支出对技术进步的作用并不显著；一个地区的财政支出，尤其是教育和公共服务支出对相邻地区的全要素生产率增长和技术进步会产生明显的正向空间溢出效应。

This paper builds an analytical framework of fiscal expenditure, spatial spillover and TFP growth, and studies the impact of Chinese fiscal expenditure on the TFP growth and its spatial spillovers from 1998 to 2010 based on the dynamic spatial panel model. The results show that：The expansion of fiscal expendiaLre has a positive role in promoting Chinese TFP growth and technological progress;The expendi- ture for education, public services and social safety net employment effort is beneficial to technology pro- gress, while the expenditure for agriculture is not significant; Fiscal expenditure in a region, especially the expenditure for education and public services, will create positive spatial spiUover effects on TFP growth and technological progress in adjacent areas.
