在当代中国社会转型期,突发公共事件及其网络舆情频发。突发公共事件之所以在当代中国被舆论关注与热炒,毋庸讳言,政府执行力不强难辞其咎。公众关注的与其说是突发公共事件本身,不如说是政府的执行力。舆情危机频发,是网络时代政府所面临的严峻挑战与治理难题。从2012年湖南永州唐慧事件中,循着突发公共事件逻辑演进的分期链条,可以清晰地剖析出政府执行力与舆论话语权交互博弈的情势变化。
在噹代中國社會轉型期,突髮公共事件及其網絡輿情頻髮。突髮公共事件之所以在噹代中國被輿論關註與熱炒,毌庸諱言,政府執行力不彊難辭其咎。公衆關註的與其說是突髮公共事件本身,不如說是政府的執行力。輿情危機頻髮,是網絡時代政府所麵臨的嚴峻挑戰與治理難題。從2012年湖南永州唐慧事件中,循著突髮公共事件邏輯縯進的分期鏈條,可以清晰地剖析齣政府執行力與輿論話語權交互博弈的情勢變化。

There are more sudden public incidents and network public opinion in the period of social transformation in contemporary China.No need for reticence;sudden public incidents are a focus in public opinion because of poor governmental executive ability.In some degree,it is governmental executive ability rather than sudden public incidents that people are paying close attention to.In the era of network,the government is faced with severe challenges in its dealings with public opinion crises.From the Tang Hui incident of Yongzhou,Hunan in 2012,we may analyze the changing situation of the confrontation between the executive ability of government and the discourse right of public opinion clearly from development of sudden public incidents.
