在现代民主政治实践中，企业和公民都是由政府主导的公共管理的重要外部参与主体。本文以珠海市“万人评议政府”为个案分析了企业参与政府绩效评估的机会和空间的影响因素，发现我国的单一型国家治理结构决定了政企关系的工具价值属性。地方政府赢得经济政绩竞争以及获取绩效信息的需要使企业成为最有价值的“顾客”，企业参与政府绩效评估的机会由此出现，但是地方政府主导外部参与的需要又决定了企业参与空间的有限性，这种政企关系反应的是顾客政治。

재현대민주정치실천중，기업화공민도시유정부주도적공공관리적중요외부삼여주체。본문이주해시“만인평의정부”위개안분석료기업삼여정부적효평고적궤회화공간적영향인소，발현아국적단일형국가치리결구결정료정기관계적공구개치속성。지방정부영득경제정적경쟁이급획취적효신식적수요사기업성위최유개치적“고객”，기업삼여정부적효평고적궤회유차출현，단시지방정부주도외부삼여적수요우결정료기업삼여공간적유한성，저충정기관계반응적시고객정치。
Enterprises and citizens are important participation bodies in public management, which is often dominated by government in practice of modern democratic politics. While, the relationship of government and enterprises is decided by state governance structure and the interest of local government, and the evaluation opportunity and space are related to the strategy objection intimated by local government. Taking the case of ＂10,000 People Appraising Governments＂ in Zhuhai as an example, the article analyzed the influences on evaluation opportunity and space, then concluded that the single-style state governance structure decided the instrument value of government--enterprise relationship. Thus made the enterprises be the most valuable ＂customer＂, because local government wanted to win the economic performance contest and gain performance informations. While enterprises attained the evaluation opportunity, the demand of local government dominating external participation limited their participation space, and such government-enterprise relation was presented as customer--based politics.
