社会资本理论和治理理论都是为因应信息化、全球化而兴起的理论。社会资本关注的焦点是在人们交往过程中产生的社会信任、社会行动、社会规范、社会权威、互惠合作等网络基础之上的社会关系。而治理就是通过协商合作、交流互动、结成伙伴、相互认同和共同目标等方式对社会公共事务进行管理。社会资本和治理之间是一种相互促进、相得益彰的关系。社会资本是实现治理的重要前提和基础，而良好的治理又是社会资本的一种提升途径。社会资本与治理的良性互动有助于社会资本的培育和善治的实现，进而形成和谐的社会。
