在我国城市化和工业化快速推进的背景下，发展低碳城市是化解城市危机、转变经济增长方式、实现可持续发展的必然选择。从我国目前的低碳城市实践来看，虽然积累了一些可供借鉴的经验，但还存在着发展模式趋同、城市建设与产业发展协调性不高、减碳的长期性与地方短期政绩观不一致等问题。为了推进城市建设向低碳化转型，本文从中央政府统筹规划、地方政府坚持低碳化发展、企业低碳化生产、市民低碳化消费等方面提出了相应的对策与建议。

Under the fast urbanization and industrialization in our country, the low - carbon city development is the inevitable choice to solve the city crises, change the economy growth mode and materialize the sustainable development. From the current low - carbon city practice in China, although we have accumulated some experience for reference, we still have some problems like converged development modes, low compatibility between city construction and industrial development, and the inconsistency of the long - term carbon reduction and the local short - term achievement view. To push forward the city construction to the low - carbon mode, this paper provides the corresponding strategies and suggestions from the overall planning of the central government, the low carbon development of local governments, the low- carbon production of enterprises, and the low- carbon consumption of citizens, etc.
