科技已成为拉动经济增长的核心动力。京津冀作为中国经济增长的第三增长极,在科技整体水平上存在着明显的梯度。为了更明确、更直观地表明地区之间的科技差异,文章提出以科技梯度系数衡量地区间的科技梯度,用比较科技创新效率、比较科技资金投入率、比较科技人员投入率的乘积表示科技梯度系数,并对京津冀三地的科技梯度系数进行了实证测度和对比分析。实证研究结果表明,我们所研究的测度方法科学可靠,而且不管从科技投入还是科技创新效率来看,京津的科技梯度远高于河北。因此,三省市应加强科技合作,打造京津冀科技增长极。

Science and technology (S&T hereafter) has become a core power for driving the economic growth. As the third growth poles of China' s economy, Beijing, Tianjin and Hebei have an obvious gradient in overall levels of S&T. In order to show S&T differences among the three regions more clearly and more intuitively, the paper proposes to use S&T gradient coefficient to measure S&T gradient, and use the product of comparative S&T innovation efficiency, comparative rate of S&T funds in- vestment and comparative rate of S&T personnel to show S&T gradient coefficient, and then conduct an empirical measure- ment and contrast analysis of Beijing, Tianjin and Hebei. The empirical results show that the measure method is scientific and reliable. Furthermore, regardless of S&T investment or S&T innovation efficiency, S&T gradients of Beijing and Tianjin are much higher than that of Hebei. Therefore, the three provinces or cities should strengthen the scientific and technological cooperation as to create a S&T growth pole of Beijing, Tianjin and Hebei.
