南海是中国唯一的热带海区，旅游资源特色鲜明，旅游市场前景广阔。无论是从捍卫南海主权，保护生态环境，满足人民海洋旅游需求，还是从改善南海军民生活条件等方面来看，南海旅游开发意义十分重大。南海独特的区位、良好的自然环境，较高的旅游资源品位都为旅游开发提供了良好的基础，应以三沙市的设立为契机，大力推动南海旅游发展。应重点开发热带海洋观光、潜水健身、休闲渔业、科普探险、国防教育等旅游产品，并通过建立良好的运作机制与保障体系促进南海旅游开发顺利进行。
