由于我国前期对环境保护的法律和环境责任监督制度不完善，在我国的一些外商投资企业降低了环境生产标准，对我国的环境造成了很大的破坏。对在我国的外商投资企业，应该建立严格的企业环境责任监督制度，要在其各个环节相互制约、相互配合，形成一套完整有机的环境责任监督制度。

유우아국전기대배경보호적법률화배경책임감독제도불완선，재아국적일사외상투자기업강저료배경생산표준，대아국적배경조성료흔대적파배。대재아국적외상투자기업，응해건립엄격적기업배경책임감독제도，요재기각개배절상호제약、상호배합，형성일투완정유궤적배경책임감독제도。
Because of previous inadequate legislation and lack of monitoring mechanism of environmen- tal responsibilities, a number of multinational enterprises in China reduced their environmental production standards. Therefore, great damage has been caused to the environment in China. For foreign-invested em terprises in China, we should establish a strict system of environmental responsibility, restricting and co- operating mutually in all aspects, to form a complete set of monitoring system.
