The key feature of the Dutch primary and secondary education is the high proportion of private schools. This may be attributed to its tradition of the pursuit of freedom of education: the public people can build up new school freely, schools can organize classroom teaching freely, and students can choose schools freely without restriction of school district, etc. Although the private schools were run by non-government organizations, they can receive government fund equally. Practice shows that, the Netherland education model of 'government provision' and 'private pro-duction' is of high quality and efficiency.
