以武汉城市圈的耕地发展权为研究对象，从耕地发展权价值出发，根据该价值对城市圈内的利益分配机制进行了初步探讨。结果表明，耕地发展权价值较高，是耕地经济生产价值的数倍，在实现区域和谐发展时，提出对损失利益的主体进行补偿和产生的增值利益合理分配。通过建立耕地发展权利益的分配机制来协调国家、农村集体组织和农民的利益，从整个经济、社会和生态环境上实现公平和社会的可持续发展。

This paper discusses the allocation mechanism of interests based on the value of farmland development rights with Wuhan City Circle as a case. An analysis of the results about the value of farmland development rights in Wuhan City Circle shows that the value of farmland development rights is much higher than the economic production value of arable land, and the problems caused by this phenomenon are arising, which is a very important issue that must be solved. So, in the process of regional harmonious development, it is necessary to compensate for the loss of stakeholder interests by the establishment of farmland allocation mechanism to coordinate the interests between the country, rural collective organizations and farmers to achieve fair and sustainable development of society, from the overall economic environment, social environment and ecological environment.
