This article analyses the asking and helping relations between Qinghai Tibetan temples and the reli- gious mass from the prospective of Tibetan culture. We investigate the form of folk social welfare in Qinghai Tibetan areas and set forth the traditional model of help so as to explore the social welfare model of integrating the Tibetan temples and the social work under the guidance of government.
