住房作为人们生活的必需品,一直以来都是人们关注的焦点。住房政策的微小调整都涉及到方方面面的利益格局的变化。住房政策的出台也是多方博弈的结果。本文利用最具影响力的公共政策过程理论之一——倡导联盟框架理论来对中国住房政策变迁过程进行分析,并对未来的住房政策走向进行预测。

As a basic necessity of life, housing has always been the focus of attention. The minor adjustment of hous- ing policy is related to the changing of interest patterns of all aspects of society. The introduction of housing policy is the re- sult of multilateral game. As one the most influential public process theories, the advocacy coalition framework is used to an- alyze the housing policy change and future trend in this paper.
