我国新时期城镇化发展的最大瓶颈是农民异地搬迁进城滞后。近年来，浙江省龙游县在组织贫困山区农民搬迁进城的过程中，通过政府组织和服务，引入市场化运作，盘活城乡资源。创造了一个政府引导、组织、服务、管理农民进城的新模式。从龙游县的探索实践看，政府在农民进城中主要扮演调查规划者、建房安居者、就业创造者、确定服务标准者、提供基本服务者、城乡挂钩者、资产保护者、利益平衡者的角色。今后10年，组织推进农民异地搬迁进城将是时代主题，建议加强政府组织领导；引入政策性公司，强化市场化运作；实行城乡发展挂钩，用好土地指标；促进社会广泛参与，分解搬迁成本；深化城乡综合配套改革。推动管理创新。

The biggest bottleneck in the development of new period of China＇s urbanization is the farmer relocation to lag.
