本文就大学章程中涉及大学内部治理结构的高校党的领导、校党委领导职责、校长负责制、学术评议和决策、监督运行等方面，谈几点初步设想。党政分开，目的是通过党的建设加强党的领导；而嵌入式治理，为的是确保在行政、学术治理过程中党委始终发挥领导作用，同时又为行政、学术机构自主处理事务提供足够空间。
本文就大學章程中涉及大學內部治理結構的高校黨的領導、校黨委領導職責、校長負責製、學術評議和決策、鑑督運行等方麵，談幾點初步設想。黨政分開，目的是通過黨的建設加彊黨的領導；而嵌入式治理，為的是確保在行政、學術治理過程中黨委始終髮揮領導作用，同時又為行政、學術機構自主處理事務提供足夠空間。
본문취대학장정중섭급대학내부치리결구적고교당적령도、교당위령도직책、교장부책제、학술평의화결책、감독운행등방면，담궤점초보설상。당정분개，목적시통과당적건설가강당적령도；이감입식치리，위적시학보재행정、학술치리과정중당위시종발휘령도작용，동시우위행정、학술궤구자주처리사무제공족구공간。
The article addresses several aspects of internal governance structure in university statutes, including the leadership of CPC, duties of university＇s Party committee, the president responsibility system, academic deliberation and decision-making, as well as supervision and operation. The Party-administration division is designed to enhance the Party＇s leadership via self-construction. Embedded governance is designed to ensure the overall leadership of the Party in the process of administrative and academic governance, while leaving enough space of autonomy for administrative and academic organizations.
