[摘要]制定人力资本政策有两个基础：一是人力资本与经济增长的关系；二是人力资本在全国范围内处于何种特殊性。本文通过回顾和比较内生经济增长理论并以此建立计量模型，以人力资本存量指标划分区域，来分析长三角地区上述关系与特殊性。实证研究表明：长三角地区人力资本相对于全国人力资本有自己的类型特征，人力资本投资对上海市、江苏省、浙江省以及安徽省区域经济增长贡献度是不同的。政府应实施基于内生经济增长的战略人力资本政策，从而实现经济增长方式的根本转变。

By reviewing and comparing the theory of endogenous economic growth, making econometric model accordingly and dividing the areas by the index of human capital stock, this thesis tries to analyze the relationship and particularity in the Yangtze Rifler Delta Region. The empirical results show that human capital in the Yangtze River Delta Region has its own characteristics with respect to the national human capital. The contribution degree of human capital investment acting on the regional economic growth of Shanghai, Jiangsu Province, Zhejiang Province and Anhui Province is different. The government should adopt different regional human capital policies to achieve the fundamental change in the pattern of economic growth.
