新生代农民工正逐步成为城市技能劳动者的主体,其人力资本特征为:接受教育年数较长,但技能短缺;培训意愿较高,但参与培训比例低;流动比率高,职业发展连续性差。企业应成为新生代农民工培训的主体,但目前企业培训的主体意识尚未形成:企业培训成本高;企业存在差异性;企业培训缺乏政策法规支持;企业培训多头管理,管理监督机制缺失。要破解企业培训的困局,需要将新生代农民工培训纳入国家职业教育体系和企业技术技能积累体系;提升企业培训的主体意识,给予企业培训更多支持;构建有利于企业培训的制度环境。

The new generation migrant workers are becoming the major part of city workers. The human capital characteristics of this group are as follows: they had more years to receive education more years, but lacked technical abilities; they were eager to receive training, but participated actually less; their mobility ratio is higher, but the continuity of their career development lower. Enterprises should become the main part of training the new generation migrant workers in skill formation and upgrading, but there are the following problems in enterprise training: the subject consciousness of enterprise training has not yet been formed; the cost of enterprise training is still high, and there are differences between enterprises ; the enterprise training lacks the support of policies and regulations ; the management and supervision mechanism is still missing. In order to solve the dilemma of the enterprise training, we need to take the new generation migrant workers training into our vocational education system and the accumulating system of enterprise technical skills. We also need to enhance the subject consciousness of enterprise training, and support enterprise training, so that the institutional environment in favor of enterprise training can be constructed.
