以万元工业增加值能耗作为工业节能潜力分析的代表性变量,对“十二五”时期中国工业节能潜力进行了分析.并对工业节能目标进行了评估。研究发现,“十二五”时期万元工业增加值能耗降幅为20%-24%,工业和信息化部制定的仅工业领域就实现节能6.7亿吨标准煤和重点行业节能降耗的目标.超越了经济社会发展的承受能力和范围。“十二五”时期要注意加大工业节能减排研发的投入和财政支持力度,加快工业节能减排技术的研发和推广:完善节能减排能力评估与节能减排信息监管平台建设,加强工业节能减排的监测和考核:政府部门应加快完善工业节能减排相关政策、制定奖惩措施,联合工业企业克服国际技术贸易壁垒.加快国外先进工业节能减排技术的引进。

Making the energy consumption of 10000 Yuan industrial added value as a representative variable of the industrial energy-saving potential, we analyze the industrial energy-saving potential of China in the 12th Five-Year Plan period, and assess the industrial energy-saving goals. We find after study that the energy consumption of 10000 Yuan industrial added value will be decline 20% to 24% in the 12th Five-Year Plan period. Meanwhile, the goals developed by the Ministry of Industry and Information Technology that only industrial areas achieve the goal of saving 670 million tons of standard coal and saving energy in key industries is beyond the affordability and scope of economic and social development. In the 12th Five-Year Plan period it is vital to pay attention to increase investment in research and development of industrial energy-saving and emission-reduction and supply the more financial support, accelerate the development and promotion of industrial energy-saving and emission-reduction technology. Secondly, we should improve the assessment of energy-saving and emission-reduction capabilities and energy-saving and emission-reduction information regulatory platform to strengthen the monitoring and evaluation of the industrial energy-saving and emission-reduction. In addition, government departments should speed up improving the policies of industrial energy-saving and emission-reduction, develop the incentives and disincentives measures. Meanwhile, government departments together with the industrial enterprises overcome the international technical trade barriers to speed up the introduction of foreign advanced industrial energy-saving and emission-reduction technology.
