This paper analyzes the impacts of population density and income level on carbon dioxide emission of cities based on the data of 30 provincial cities ranging from 1999 -2008. The regression results from the whole sam- pie reveals that population density shows U shape relationship with urban carbon dioxide emission per capita, and income level takes on invert U shape relationship like EKC pattern with urban carbon dioxide emission. Regression results by group show that cities in different regions have various modes as far as the relation between population density, development level and carbon emission. The increase of population density in Nothern cities would signifi- cantly lower urban carbon emission ; the development level of east cities have taken on invert U shape relations with carbon emission per capita while that of middle - west cities have only linear correlation with carbon emission per capita. Specifically, east cities such as Shanghai, Hangzhou etc have approached the peak of carbon emission per capita, while the middle - west cities are still far away from the peak level of carbon emission per capita.
