旅游产业关联度高、带动作用强，资源枯竭型城市一般都将其作为城市经济转型的替代产业之一。以陕西省铜川市为例，分析了资源枯竭型城市在发展旅游业过程中存在的城市形象与旅游认知屏蔽、城市建设与旅游功能脱节、丰富的旅游资源与旅游线路产品缺失等问题。针对这些问题，认为铜川市应通过树立鲜明的旅游形象、完善城市旅游设施和功能、推出经典旅游线路、建立旅游目的地营销体系、健全旅游要素等路径，来破解旅游业发展的困境。

Because tourism industry has high correlation and plays a leading role in the economic development, resource - exhausted cities take it as the substituted industry in economic transformation process. Taking Tongchuan City as an example, this essay analyzes tourism development dilemmas of the resource -exhausted cities including the shielding between city image and travel cognitive, disruption of urban construction and tourism function, disharmony of rich tourism resources and tourism route product etc. In order to resolve the above prob- lems, this essay proposes that Tongchuan City should establish and promote apparent tourism image, perfect the urban tourism facilities and function, launch classic tourist routes, construct tourism destination marketing system, and improve the tourism elements of the tourism development path.
