我国目前对律师的监管实行司法行政机关与律师协会的“两结合”模式，在这个模式下完善律师惩戒制度，需要对司法行政机关与律师协会进行职能定位，合理划分惩戒权限；设立律师协会惩戒机构，分设立案调查室与律师纪律庭，赋予相应的职能；完善律师惩戒的立案、调查、听证、审理、复查程序，保障当事人的程序性权利；建立司法最终救济机制，对律师惩戒进行合法和合理性的审查。
我國目前對律師的鑑管實行司法行政機關與律師協會的“兩結閤”模式，在這箇模式下完善律師懲戒製度，需要對司法行政機關與律師協會進行職能定位，閤理劃分懲戒權限；設立律師協會懲戒機構，分設立案調查室與律師紀律庭，賦予相應的職能；完善律師懲戒的立案、調查、聽證、審理、複查程序，保障噹事人的程序性權利；建立司法最終救濟機製，對律師懲戒進行閤法和閤理性的審查。
아국목전대률사적감관실행사법행정궤관여률사협회적“량결합”모식，재저개모식하완선률사징계제도，수요대사법행정궤관여률사협회진행직능정위，합리화분징계권한；설립률사협회징계궤구，분설입안조사실여률사기률정，부여상응적직능；완선률사징계적입안、조사、은증、심리、복사정서，보장당사인적정서성권리；건립사법최종구제궤제，대률사징계진행합법화합이성적심사。
At present, our country carries out the attorney disciplinary system in the ＂two-combination＂ mode, which means the supervision from both the judicial administrative organization and the lawyers association. In order to perfect the attorney disciplinary system in this mode, we firstly need to clear and definite the function orientations of the judicial administrative organization and the lawyers association. Secondly, we need to establish a lawyer association disciplinary institution, such as setting up lawyer discipline court and investigation room. Then, to give the institutions corresponding functions to guarantee the effective implementation. Thirdly, making the record, investigation, hearing, trial and review procedures more standard, and protect the parties＇ procedural right. Lastly, we need to set up the final judicial relief mechanism to make the review of disciplinary legal and rational.
