开发区在中国开放型经济发展中扮演了关键角色，成为外商投资的密集区、新兴产业的聚集区和集约化发展的新城区。根据十八大加快转变对外经济发展方式，培育带动区域发展的开放高地的精神，适应内外部环境的新变化，促进开发区转型升级，实现开发区从“集聚功能”向“创新功能”转变，是全面提高开放型经济发展水平的关键。基于江苏实践的研究，本文认为，从“集聚产业”向“集聚要素，培育产业”、从外向型“出口平台”向“内外兼顾，注重内需”、从“产业园区”向“产城融合”、从“成本优势”向“创新优势”转型，是开发区新一轮转型升级的方向，也是形成新型区域开放发展高地的必然要求。

Development zone plays a key role in China＇ s open economy development, and it has become the concentrated area of foreign investment, agglomeration area of emerging industries and new urban areas of intensive development. According to spirit of the 18th CPC National Congress to accelerate the transformation of economic development mode of opening-up economy and cultivate the opening-up highland for regional economic development, we think it is the key for improving the open economy development level that adapted to the new changes in the external environment , we promote the transformation and upgrading of the development zone, and achieve the function change of the development zone from the ＂agglomeration＂ to ＂innovation＂. Based on the research on the practice in Jiangsu, this paper thinks that the following are the directions of the new round of trans- formation and upgrading of the development zone and also the requirements of building the highlands for regional opening-up and development ： from ＂ agglomerating industries＂ to ＂agglomerating factors to cultivate industries＂, from ＂export-oriented platform＂ to ＂ seeking balance on internal and exter- nal markets and focusing on domestic demand＂, from ＂industrial park＂ to the ＂ fusion of park and city ＂ and from ＂cost advantage＂ to ＂innovation advantage＂.
