我国是当前世界上最大的碳排放国,电力行业尤其发电企业是温室气体排放大户,现行政策与法制保障体系已经发挥作用,但同时也存在许多问题,如政策方面还缺少低碳发展的长期战略,污染物控制补贴电价政策落实不到位、环保产业政策不够完善、部分地方执行差别电价等政策不到位;在法制方面,需要积极推进《能源法》制定和《电力法》修订,抓紧完善《可再生能源法》配套法规,加快构建智能电网、低碳能源电价及低碳电力科技创新等法律制度。

At present, China is the largest emitter of carbon. The power industry, especially power generation enterprises is major greenhouse gas emitter. The China＇s existing policy and legal guarantee system has played a role, but there are also many problems, such as there is no policy of long-term low-carbon development strategies, pollution material control subsidies that electric price policy may not be fully implemented, the policy about environmental protection industry is not perfect, the implementation of differential pricing policy is not in place in some provinces. In the view of the legal system, China needs to actively promote the enactment of ＂Energy Law＂ and Amendment of the ＂Electric Power Law＂, strive to improve supporting regulations of the Renewable Energy Law, accelerate the construction of the legal system of the smart grid, low-carbon energy electric price and low-carbon electricity technology innovation.
