非正规就业劳动力教育培训是一个多主体合作参与的系统性工程,各主体具有不尽相同的支付能力、比较优势和受益范围,这就决定了不同主体之间存在相通但又有所区别的利益。通过分析政府与市场、政府与非正规就业者、市场与非正规就业者三种不同情境下主体间的博弈过程,发掘出了影响非正规就业劳动力教育培训的主要因素,得到＂政府主导、多方参与＂的基本培训路径。

Informal employment labor education is a systematic project with the participation of cooperation between multiple agents.Different agents have different abilities to pay,comparative advantages and benefit areas,which decides that among different agents thee are connected but differential interests.Trough the analysis of the game process revolved around the three different agent groups such as government and market,government and informal employees,and market and informal employees,the paper finds out the main factors that influence informal employment labor education and get the basic education path of ＂Government-led and multi-agent involved＂.
