归绥城在清代边疆内地化背景下建立的蒙、汉、慢3座文庙，不仅是重要的祭孔设施，而且从意识形态的层面加强了对蒙古地方各族官民的统治，为边疆内地化提供了文化支持。清廷修建文庙更多地是基于教化各族居民的需求而非理性的城市建设，加之塞外多民族杂居，文风欠佳，归绥城的文庙不论在择址上，还是在规模与空间布局方面，多没有达到规制要求。蒙、汉、满3座文庙作为归绥城空间肌体的重要组成部分，对归绥城的文教区、城市天际线以及街道名称等人文环境起到了一定的塑造作用。

After the Qing Dynasty carried out its integrative policies in the border areas, Guisui City saw the construction of three Confucian Temples, respectively by its Mongolian, Chinese, and Manchu of- ficials. These temples were important facilities to perform annual Confucius memorial ceremonies. Ideolog- ically, they helped the rulers strengthen control over the local officials and civilians in Mongolia, providing cultural support for the integrative policies. Since constructing a Confucian temple was out of the necessity of civilizing the local ethnic groups rather than rational city planning, and another important factor was that Confucianism or education was not prevailing in this multi-ethnic region, the sites, scale, and spatial distributions of the temples did not reach the standard required. Still,as important components of Guisui City, the three Confucian temples helped to form the urban cultural environment of Guisui City, such as the educational area, city skylines, and street names.
