在社会问题多元化和复杂化、公部门权利式微的背景下，民间团体成为与公部门同样重要的治理角色，推动着小区参与和发展，形成了地方公部门、私部门、非营利组织以及居民等多元行为者组成的跨部门合作关系。但是在社会组织部门内部之间、公部门内部之间以及公私部门之间的互动与协调机制还很不完善。在台北市北投区福利化小区旗舰竞争型计划的实践过程中，表现出来的跨部门行为者的专业能力及资源的整合，不同立场的利益冲突的协调问题具有典型性。这就需要在确定小区治理多元行为者角色功能的基础上，认清小区发展和小区治理的困境，促进公部门和社会部门资源及信息的有效整合。

The civil societies have become as equally important roles as the public sector in promoting the community development so a cross - sectoral cooperation among the local public and private sectors, non - profit organizations and the residents has been formed under the background of diversified and complicated social problems, and the context of the public sector＇s right declining. However, it is far from perfect the interaction and coordination in the social organizations within the department, within the public sectors and between the public and private sectors. It is typical to reflect the problems of professional competence, resource integration, and coordination among cross -sector actors in the distriet＇s welfare flag-ship competition plan in Beitou District, Taipei. This demands to recognize clearly the plight of district development and governance, and to promote the effective integration of resources and information in the public sector and the social sector on the basis of determining the role and function of diverse actors in governance the community.
