创新人才培养模式、实施卓越人才培养计划是我国高等教育大众化阶段提高教育教学质量的重要举措之一。分析卓越人才培养计划的背景、意义，以泉州师范学院的实践为例，探析“卓越计划”的运作方式，希望为“卓越计划”在地方性本科院校的实践提供有益的借鉴。

Innovating talents cultivation mode and implementing cultivation plan for excellence talents is one of the important means for improving teaching quality in the popularization stage of Chinese universal higher education. To analyze the background and significance of cultivation plan for excellence talents,based on exemplification of practice of Quanzhou Normal University, the article studies the operation mode of cultivation engineering for excellence talents.
