首先利用熵权法测度1995-2010年中国节能减排效率,基于政府管制理论设计潜在影响因素,并用多元线性回归识别关键影响因素。实证结果表明:环保机构数、环境行政处罚案件数和人均GDP对节能减排效率具有显著的相关作用。

This paper applies the Entropy weight method measure the efficiency of energy-saving and emission reduction during 1995-2010 at first.Designs the potential influencing factors of the energy-saving and emission reduction efficiency based on the theory of governmental regulation,and then identify the key factors that affect the efficiency of energy saving and emission reduction.With the result showing that per capita GDP and the number of environmental agencies and the number of environmental cases remarkable possess important correlation with the efficiency of energy saving and emission reduction.
