对六所高校学术权力运行状况的调查表明:尽管各校在形式上建立起了所谓的学术权力机构,但这些机构不仅正式决策权微弱,成员的行政身份背景突出,而且其运行呈现出严重的行政化倾向,既不能保证学术权力的独立地位和作用空间,亦未能有效保障教师群体对学术事务的有效管理和对其他校务的参与决策,因而所获得的教师认同度也相当低。鉴于此,要使学术权力回归“学术化”、迈向制度化,必须从制度上实现学术权力的还原,保障教师主导学术事务、参与行政事务的应有权力,矫正学术权力的行政化态势。
對六所高校學術權力運行狀況的調查錶明:儘管各校在形式上建立起瞭所謂的學術權力機構,但這些機構不僅正式決策權微弱,成員的行政身份揹景突齣,而且其運行呈現齣嚴重的行政化傾嚮,既不能保證學術權力的獨立地位和作用空間,亦未能有效保障教師群體對學術事務的有效管理和對其他校務的參與決策,因而所穫得的教師認同度也相噹低。鑒于此,要使學術權力迴歸“學術化”、邁嚮製度化,必鬚從製度上實現學術權力的還原,保障教師主導學術事務、參與行政事務的應有權力,矯正學術權力的行政化態勢。

The investigation about the operation of academic power of six universities shows that the academic organizations established by universities have appeared a kind of administrative tendency and have not safeguarded the independent status and function space of academic power and faculty' s participation in the decision-making and management of organization affairs. Faculty' s recognition to academic power' s operation is fairly low. Therefore, in order to guarantee academic power' s rehabilitation to the orientation of academy and to the institutionalization, it is necessary to restore academic power institutionally, guarantee faculty to conduct academic affairs and participate in administrative affairs, and get rid of academic power' s administrative trends.
