指出国民待遇是衡量一国一地投资环境的核心评价标准之一，也是民众广泛关注的一个重要话题；认为随着中国市场经济体制的基本确立和总体经济实力的极大增强，中国从总体上已经具备了给予外资国民待遇的基本条件，但这并不等于在所有行业、所有省区均可门户洞开，同步全面实施国民待遇，而应该因地制宜、因业制宜，各有先后和侧重；建设“全国内陆型开放战略高地”，陕西需要根据全国政策指向和本省实际情况，设计制定适合本省需要的政策、法规和措施，落实国民待遇，推动外资发展；进而探讨了陕西利用外资应有的政策定位，并提出了落实外资国民待遇的六点建议。

National Treatment is one of the core evaluation criteria of the investment climate in a country or a district and also an important topic concerned about by the masses of the people. Holding that alongside the basic establishment of the Chinese market economic system and gigantic boosting of the overall economic strength, as a whole, China has possessed the basic conditions to offer national treatment to foreign investment. But this doesn＇t imply that all industries,all provinces and regions in China are liable to open their doors wide to make an overall national treatment. All localities and industries should design and formulate their actual implementation plans by adjusting measures to local conditions and to actual industries. To construct the ＂All - China inland opening strategic highland＂, it is needed for Shaanxi to design and formulate the laws, regulations, policies and measures according to the all - China policy orientation and Shaanxi＇s actual situations to put into practice the national treatment and to drive the development of foreign investment. For this, the deserved policy positioning of foreign investment to be utilized by Shaanxi is discussed and six recommendations are made on putting into practice the national treatment of foreign investment in Shaanxi.
