从装备过程成本监控的内涵出发，分析了当前装备过程成本监控存在的问题，并结合装备采购制度和军事代表制度调整改革，提出了相应的对策措施。根据建立和完善装备成本监控组织机构，完善法规制度，规范装备成本管理，提高装备过程成本监控信息化管理水平，建立装备成本过程监控的考核激励机制等有关对策，就如何开展装备过程成本监控提出了基本构想。

From the essence of the equipment process cost monitoring, the paper analyses the current problems in the equipment process cost monitoring. Combined with equipment acquisition system and military representative system adjustment and reform, the paper puts forward the corresponding measures. The basic ideas on how to carry out the equipment process cost monitoring are put forward by establishing and perfecting the institutional framework, perfecting laws and regulations, improving informatization management level and establishing assessment and incentive mechanism.
