本文基于责任型政府、绩效评估和民主决策理论构建应对重大社会安全事件政府绩效评估的框架模型。根据《中华人民共和国突发事件应对法》和公共危机管理的实践，分别从预防与应急准备、监测与预警、应急处置与救援、事后恢复与重建四个维度设计应对重大社会安全事件的政府绩效评估指标体系，以期为应对重大社会安全事件政府绩效的评估提供依据和标准。

Based on responsible government theory, government performance evaluation theory and civic participation theory, This paper is to build a framework of government performance evaluation. According to the Emergency Response Law in the People＇s Republic of China and the practice of public crisis management, the research is to design a government performance evaluation index system of major social security events from four dimensions of prevention and emergency preparedness, monitoring and early warning, emergency response and rescue, and the restoration and reconstruction. Therefore, it can provide basis and standards for government performance evaluation in major social security events.
