Free normal education policy has always been concerned since 2007,after it came back,those debates around it often discussing various ever new.＂Free normal graduates in-service for Education Master major Degree＂and related provisions is the latest national education policy about the free normals,and its’ issued,implementation,value,distribution of interests,practice deduce constitute a new ＂policy network＂.Deconstruct the new policy with western public policy analysis theory,from the form of phenomenon,the form of ontology,the characteristics of process and its’special properties,then predicted the effects of its’ implementation and the possibility debates.
