政府与非政府组织的合作治理，是当前我国社会管理体制创新的重要突破口。以政府与非政府组织为基础的社会合作治理，是我国通过社会管理创新实现人民当家作主的基本实践模式。社会管理创新要求我国必须加快对非政府组织进行引导、孵化与培育。当前我国在实践中形成的社会合作治理体系还处于脆弱时期，依然存在着治理结构不对等、治理制度不健全、运行机制不顺畅等问题。这些问题的存在使政府与非政府组织的合作治理实践一度停滞不前，没有发挥出应有的效能。加快培育社会内生秩序、重塑合作治理结构、建设对等合作的治理平台、加强制度建设、创新合作治理机制，是进一步完善中国特色社会合作治理模式的理性路径。

Cooperative governance between government and non government organizations is an important breakthrough in the current management system innovation of our country. Based on the government and non-governmental organizations, social cooperation governance is the basic practice mode to realize China＇s people being in power through the social management innovation. The innovation of social management require our country must accelerate the speed of the vectoring, incubation and cultivation of non-governmental organizations. Cooperative governance system of China formed in practice is in the vulnerable period, there still existing the problems, such as unequal governance structure, incomplete management system, and unsmooth operating mechanism. These problems made the practice of cooperation governance between government and non-governmental organizations once remain stagnant, being of no avail. Accelerating the development of social endogenous order, remodeling the cooperative governance structure, constructing peer-to-peer cooperative governance platform, strengthening the system construction, innovating cooperative governance mechanism, are to further improve the rational path of Chinese characteristic social cooperative governance model.
