对过去十多年的社区建设检视发现，当前中国城市基层治理在有些方面取得了一定程度的推进，如市民参与频率和参与水平有了较大的提高；社会网络发育良好的社区能够在一定程度上发展自主权。总体而言，城市基层治理状况因为各种因素的影响而呈现出很大的差异性，其权力结构状况处于从基层行政机构和相关商业组织的操控到市民参与相对发达、拥有一定自主权的“准公民社区”的连续谱中。但当前社区民主化由于城市管理体制和市民群体自身的原因仍难以充分发育。国家和非正式社会网络对基层治理绩效有着很大影响，但其影响又是变动不拘的。当前城市社区政治发展由此一方面展示了现代社会理性化特征，另一方面又印证了传统因素的作用。

Based on an examination of the consequences of the community-building program in the past decade, this study finds that there has been some improvements in local governance in urban China. Civic engagement is more active, and some neighborhoods with large quantity of social networks can achieve autonomy to some extent. Generally, due to multiple influence factors, there is much difference between various neighborhoods in terms of governance performance, and their power structures range on the continuum from total domination by local authorities and commercial organizations to relatively developed autonomous bodies that I call ＂quasi-civic communities＂. However, it is still quite hard to promote neighborhood democracy because of the limitation of urban administration and citizen solidarity. Formal state institutions and informal social networks have differential and contextual influence on the performance of local governance. Therefore, the urban neighborhood politics is affected by both modernization and tradition.
