介绍了林下经济概念和特点。结合国家在甘肃陇东黄土高原实施的天然林保护工程、退耕还林工程及林权制度的实际情况,总结适合庆阳市发展林下经济模式有林―药、林―菌、林―粮、林―经、林―禽、林―畜及山区林业立体开发等7种。提出发展林下经济要在加大政府投入力度、加强科技指导、实施标准化生产、延伸产业链条等方面下功夫,打造出一批各具特色的林下经济生产基地和＂龙头企业＋合作组织＋基地＋农户＂的林下经济生产经营机制,实现林下经济可持续发展。

The paper introduces the concept and characteristics of under-forest economy, and combined with status of carrying on the following projects of Gain-for-Green, Natural Forest Protection, and Forest Tenure Reform at Longdong Loess Plateau, take Qingyang as a sample area to discuss the significance of developing under-forest econ- omy. Then, forest-herb pattern, forest-fungi pattern, forest-grain pattern, forest-economic crops pattern, for- est-poultry pattern, forest-livestock pattern, and forestry stereoscopic development were summarized. In order to realize the sustainable development on under-forest economy, the following measures should be followed, to en- hance the management of local government, increase the technical level, realize standardization production, and ex- tend industry chain. Finally, the development form of ＂leading enterprise ＋ cooperative organization ＋ production base ＋ household＂ should be established.
