本文立足国际商务学的理论背景和框架,对美国当前的制造业振兴计划及其前景和潜在影响进行了初步分析。主要结论是,受政策、成本和需求等诸多不确定因素的影响,美国当前的制造业回流和复苏迹象恐难以长期持续。对中国而言,短期内出口仍将保持竞争力,但美国新一轮的能源革命和科技创新,以及中国结构性调整导致生产成本上升等因素不容忽视,中美的相对竞争力变化趋势值得密切跟踪。最后,本文对中国出口和利用外资提出了相应的政策建议。

This paper analyzes re-industrialization policy of the US and its potential impact upon the US manufacturing industry.Since such a re-industrialization process is at its beginning stage and many uncertainties lie round this issue.This paper took a qualitative explorative approach based on the framework built upon traditional International Business Theory.We found that the recovery of US post-crisis manufacturing may lack of sustainability.Although some positive factors may offer momentum and opportunities,there are still many policy challenge and demands that may lay uncertainties ahead.The long-term effect of the US policy on domestic manufacturing deserves further and closer watching.Some policy implications for Chinese enterprises and policymakers emerge at the end of this analysis.
