The complexity of emergencies in modern society requires a lot of knowledge in the emergency prevention,early warn ing,disposal and rehabilitation process.The paper builds process-based knowledge management approach.Based on construct ing the emergency management system and identifying the critical process activities,this paper completes level and vertical inte gration of the emergency knowledge,emergency knowledge experts and the critical process activities.Then it builds a complete three-dimensional contingency knowledge phalanx include of explicit knowledge and tacit knowledge to achieve the purpose of integration,application,enhancement of emergency knowledge effectively and to improve the efficiency and effectiveness of emergency management.
