区域综合竞争力是一个区域在发展过程中以经济发展为根本,以科教文化为动力,以环保、生态、健康、绿色为主线,持续提高经济社会发展绩效,不断促进地区繁荣和提升国民福祉的能力,主要由经济发展竞争力、资源环境竞争力、科教文化竞争力和民生保障竞争力等内容组成。本文建立了区域综合竞争力评价指标体系,应用国际上通行的Delphi专家咨询法对评价指标权重进行求解,同时构建了区域综合竞争力评价模型,并以中部六省为例进行了实证分析。

Different from the traditional regional competitiveness, the regional comprehensive competitiveness essentially requires equally emphasizing the economic and social development coordinated, and not excluding the dynamic focus according to the conditions change. For the time being, it is, in the developing process, the ability of a region continuously improving economic and social development performance, constantly promoting area prosperity and upgrading national welfare, of which the economic development is foundation, the science, education and cuhure power, the environmental and ecological protection, health, green key line, including the eeonomie development competitiveness, and resources environment eompetitiveness, and scienee, education and culture competitiveness and livelihood protection competitiveness, and so on. then, this paper makes certain the evaluation index system of a regional comprehensive eompetitiveness after the repeated screening, deletion, modification, adjustment and system integration, and the index weight by using the Delphi Expert method, at the same time, builds the evaluation model, and has a empirical analysis of the central china example.
