从非期望产出角度运用SBM模型测度沿黄九省(区)2001-2010年的环境效率静态水平,通过Malmquist生产率指数模型分析沿黄九省(区)环境效率的动态变化趋势,通过Tobit回归分析方法探讨影响沿黄九省(区)环境效率的影响因素,旨在对沿黄九省(区)环境效益评价提供科学依据和决策参考。结果表明:(1)在考虑环境变量之后,区域的平均效率水平均有一定程度的降低,上中游省份对环境变量的引入较下游省份更为敏感;沿黄九省(区)环境效率静态水平均相对较低,上中游省份较下游省份更甚。(2)环境效率水平有向好发展的态势,其值的改善是技术效率和技术进步两个因素共同作用的结果。(3)经济、制度和地区等因素对环境效率的影响效果各有不同,这些因素对环境效率的作用机理存在一定差别。

The outcomes of using SBM method to measure environmental performance static level of nine provinces (autonomous regions) along the Yellow River from 2001 to 2010, and combining with Malmquist productivity index to inspect the tendency of the intertemporal dynamic change of environmental performance of all districts and the corresponding influencing factors, then utilizing Tobit regression analysis to study the factors affecting regional environmental performance, and all these are for the purpose to provide theoretical support and practice basis for environmental pollution government and related policy-making of nine provinces (autonomous regions ) along the Yellow River. The research shows that: (1) Environmental performance static level of nine provinces (autonomous regions) along the Yellow River is relatively low, and the central and western provinces is lower than the eastern provinces. (2) Environmental performance dynamic level has a good tendency, and the raise of environmental performance level is caused by the common progress of technical efficiency and technology progress. (3) Economy factors, system factors and region factors have different effects on environmental performance, and the mechanism which these factors influence environmental performance exists difference.
