责任政府是现代民主政治的基本价值理念。实施问责制是建立责任政府的有效途径。随着民主政治和公共行政理论的发展．传统公共行政的责任范式转变为新公共管理的责任范式。即应实现“主观责任”和“客观责任”的相互分立向两者相结合的转变：实现“过错责任”的单一路径向“过错责任”和“说明责任”相融合，并注重强调“说明责任”的转变。基于“客观责任一主观责任”、“过错责任一说明责任”的二维分析框架，我国当前行政问责实践中存在着权责不统一、缺乏行政伦理建设、问责范围狭窄、权力运行不公开不透明及问责制度化缺失等五个方面的问题。解决之道在于构建权责一致的问责前提、加强行政问责伦理建设、拓宽行政问责的范围、促进信息公开实行“阳光问责”及健全行政问责相关制度建设。

Responsible government is the basic value of the modern democratic politics. Implementing administrative accountability is the effective way of establishing responsible government. With the development of democracy and the theory of public administration, the responsibility paradigm of traditional public administration is changing into the responsibility paradigm of new public management, that is, to transform from the separation of subjective responsibility and objective responsibility into their mutual combination; to transform from fault responsibility into the combination of fanlt responsibility and explanation responsibility. Based on the double-way analysis framework, there are five problems in the practice of administrative accountability in China. To address this problem, the following measures shoald be taken： constructing the accountability premise for unification of powers and responsibility;strengthening administrative ethics construction; broadening the scope of administrative accountability; promoting information openness and developing sunshine accountability; improving accountability-related system construction.
