以首都智库建设为例，国内智库建设不仅要从实体机构着眼，而且可以从超实体的系统功能结构角度着眼；国内的智库建设应以适应中国社会发展的时空特性为准，而不应以西方学界对智库的几种理论解读模式为准；智库服务的社会主体及社会环境对智库运行有重要意义，智库的独立性是相对的；智库以其学术成果的客观性形象在社会中传播，智库的意识形态内涵宜隐于内而不一定显于外。

Taking capital think tank development as an example, this paper tries to discuss some problems of developing domestic think tank, such as, it is not only necessary to pay an attention to institutions of think tank but also its system function; Developing China＇ s think tank sbould conform to the actual conditions of the country and shouldn＇t take the Western scholar＇s definition as the standard; the object that think tank serve and the social environment has an important signification for think tank and the independence of think tank is relative; Think tank shows its objectivity image by its academic achievements and think tanks ideology should be hidden in the inside and not noticeable on the outside.
