西方国家生态环境管理体制的建立和改革是根据生态环境问题的发展态势及其复杂性逐步进行的。20世纪80年代以来，各主要发达国家的环境保护体制改革普遍按照生态系统原则逐步实行环境保护大部制改革。本文分析了英美日加拿大西方国家生态环境管理大部制改革的实践，以期对我国生态环境管理大部制改革提供有益的启示。
西方國傢生態環境管理體製的建立和改革是根據生態環境問題的髮展態勢及其複雜性逐步進行的。20世紀80年代以來，各主要髮達國傢的環境保護體製改革普遍按照生態繫統原則逐步實行環境保護大部製改革。本文分析瞭英美日加拿大西方國傢生態環境管理大部製改革的實踐，以期對我國生態環境管理大部製改革提供有益的啟示。

The establishment and reform of the ecological environment management system in western countries is based on the developmental trend and complexity of the ecological environment problems. Since the 1980s, the main developed countries＇ environmental protection system reform gradually carry out the super--ministries reform of environmental protection in accordance with the principles of ecological system. This paper mainly analyzes the practices of the ecological environment management in British, American, Japan, Canada and other west- ern countries to provides beneficial enlightenments to the super--ministries reform of ecological environment management in China.
