随着我国农村城镇化建设步伐的加快,政府在新农村建设方面固定资产投入力度和数量逐年剧增。由于现行管理体制和管理者知识水平和管理理念等因素的影响,新农村建设项目工程造价管理还存在诸多问题,＂概算超估算、预算超概算、决算超预算＂现象普遍存在。在详细分析我国新农村建设项目决策、设计、招投标、施工、竣工结算等五个阶段工程造价管理存在问题的基础上,提出各阶段合理控制工程造价的具体措施。

With the development of countryside urbanization in China, the investment in new countryside con- struction projects from central and local goverments was sharply increasing year by year. At present developmental stage, the lag of the management system and administrators＇ managing idea and knowledge leads to the irreseason- able problems in the cost management of new countryside construction projects, such as budgetary estimate over- spend the summary estimation, capital budget overspend budgetary estimate, and final accounts overspend capital budget and so on. The cost management was analyzed in detail at different stages, such as the deciding , designing , bidding , constructing as well as settling stage. How to effectively control the cost of project in each stage was discussed. Some of measure were suggested for the improvement of the construction monitoring and cost manage- ment.
