王安石的青苗法，在制度设计上解决了两种生产要素一农民、土地在青黄不接时面临的功能难于有效发挥的问题，较大提升了稀缺资源的使用效率。同时，青苗法具备了银行借贷的雏形和财政的功能，有效替代了北宋之前的常平仓、惠民仓的功用，兼具了两者的优点，起到了富国、抑制兼并、辅助农耕的重要作用。
王安石的青苗法，在製度設計上解決瞭兩種生產要素一農民、土地在青黃不接時麵臨的功能難于有效髮揮的問題，較大提升瞭稀缺資源的使用效率。同時，青苗法具備瞭銀行藉貸的雛形和財政的功能，有效替代瞭北宋之前的常平倉、惠民倉的功用，兼具瞭兩者的優點，起到瞭富國、抑製兼併、輔助農耕的重要作用。
왕안석적청묘법，재제도설계상해결료량충생산요소일농민、토지재청황불접시면림적공능난우유효발휘적문제，교대제승료희결자원적사용효솔。동시，청묘법구비료은행차대적추형화재정적공능，유효체대료북송지전적상평창、혜민창적공용，겸구료량자적우점，기도료부국、억제겸병、보조농경적중요작용。
The green crops method of Wang Anshi solved the two factors of production and farmers, when land is in the period of facing difficulty in function play, this system design greatly promoted the availability factor of scarce resources efficiently. At the same time, the green crops method has the rudiment of bank lending and fiscal function, effectively replaced the Cbangping warehouse and Huimin warehouse before the Northern Song dynasty, has the both advantages and played the important role of enriching country, inhibiting merger, and assisting farming.
