大学生创业对个人和社会发展都有十分重要的意义。运用问卷调查方法对苏州市大学科技园的大学生创业现状和问题进行解读和剖析，同时，利用政策归纳方法阐述苏州现有大学生创业政策的措施和缺陷，在此基础上，针对大学生创业的前期、中期和后期等各个不同阶段，从培训政策、筹资政策、配套政策、落实政策、环境评价和识别评价等多方面，系统构建出苏州市大学生创业政策保障体系，旨在为政府等相关部门促进大学生创业提供借鉴和参考。

We made an Analysis on situations and problems of college students who start their own business by questionnaire survey, and then explained the policy deficiency of college student＇ s enterprising activities by policy inductive method. On the basis of these, The policy safeguarding system is established according to the varying stages of enterprising cycle. The policy safeguarding system contains many aspects, that is, training, financing, environment evaluation and recognition evaluation, in order to provide the reference and instruction for government to promote college student＇ s enterprising, activities.
