发展低碳经济，海南具有得天独厚的地理优势、资源优势、合理的产业结构和先天的低碳饮食方式。但也存在如能源消费结构不合理、单位生产总值耗能不降反升、公众低碳意识不强等问题。海南发展低碳经济必须做好以下几个方面的工作：制定全省低碳经济发展规划纲要，为低碳经济的发展提供法律保障与政策支持；大力发展清洁能源，调整能源消费结构；通过产业结构调整，降低单位产值能耗；开展全民植树造林和发展海洋碳汇渔业，进一步增加碳汇能力；加大宣传力度，倡导低碳生活与消费方式。

There are favorable geographic conditions and abundant nature resources to develop the low-carbon economy in Hainan. But there are still some problems, such as the irrational energy structure, the rise in unit GDP energy consumption, and less public awareness on low-carbon consumption. Therefore, the priorities of developing the low-carbon economy in Hainan are to address the following issues： formulating the low-carbon economic development blueprints of Hainan to provide the powerful system safeguard and policy support; adjusting energy consumption structure through developing clean energy; restructuring industry structure to decrease unit output value consumption; and introducing a nationwide forestation program and ocean carbon sink fisheries to further increase the carbon sink capacity and strengthen the publicity as to encourage low carbon lifestyles and consumption patterns.
